- Delaware Stars for Early Success
Delaware Stars for Early Success is Delaware’s Quality Rating and Improvement System (QRIS) administered by the Delaware Department of Education. A QRIS is a method to assess, improve, and communicate the level of quality in early care and education and school-age settings. The goal of Delaware Stars is to invest in participating programs to increase access to high quality care for all of Delaware’s children, especially those from low-income families.

As a part of the Department of Education, the Office of Early Learning is charged with creating and sustaining the statewide network of early learning partners to achieve desired outcomes for children, birth through age eight, and their families.

Devereux a national nonprofit partner for individuals, families, schools and communities, serving many of the most vulnerable members of our society in areas of autism, intellectual and developmental disabilities, specialty mental health, and child welfare.

Birth to Three is a statewide, comprehensive, coordinated, multidisciplinary, interagency system that provides early intervention services and supports for infants and toddlers with disabilities and developmental delays and their families.

- Delaware Division of Substance Abuse and Mental Health
The Delaware Division of Substance Abuse and Mental Health (DSAMH) is located in the Department of Health and Social Services (DHSS). DSAMH serves the adult (age 18 and older) population in need of publicly funded behavioral health services. DSAMH is organized into three operating units. These are the Delaware Psychiatric Center (DPC) and a variety of community-based Mental Health and Substance Abuse Treatment Programs.
